Elendel Evacuation Plan

A full citywide emergency evacuation plan Steris drafted *for fun* one bored summer after the year's house taxes were already finished, kept in her notebooks against multiple disaster categories. The plan she selects for this crisis is, in her assessment, the one that gets the most people out of Elendel fastest; the longer they have before any bomb arrives, the more lives it saves.
