Steris's dockside contingency, drawn from her private collection of disaster studies and built on the assumption that the best Wax can manage may be to detonate the bomb early out over the bay: human chains anchored to fixed points to grab anyone swept inland, crane-shifted cargo bins arrayed across the streets as flood breaks, construction workers deputised as constables to drive bayside residents inland behind tall buildings, occupants of designated structures herded to middle floors and away from windows, and — most ambitiously — Elendel's cargo ships scuttled on the bay floor as drag to slow an incoming wave. The shock wave reaches the centre of Elendel like a thunderclap and rattles windows; in the bayside districts much worse follows. But by the time it lands the dockworker chains, the construction-foreman constables in their bright vests, the cargo trains and the wave-breaking lines of scuttled hulls have already driven the bulk of the bayside crowds inland and away from glass.
