Highstorm Windmills

Navani's scheme for harnessing highstorm kinetic energy for the tower's fabrials. Cased windmills on the roof, each blade fitted with a gemstone conjoined to a pulley winch over a deep shaft, ratchet steel weights up the shaft as the storm blows. Once stored, the weights' fall can be metered out later as on-demand mechanical force — for lifts, for flying craft, eventually for an air fleet. SA:RoW:Ch 19
