The steplike tiers of Thaylen City that climb from the Ancient Ward up to the Royal Ward at the top of the mountainside. Built more often in wood than the lower city — a luxury the mild straits weather allowed — and consequently the section that fared worst when the Everstorm first arrived. SA:OB:Ch 59
