The Compact of the Three

Shallan, Veil and Radiant's standing agreement that the will of any two of them should be respected by the third. The compact means harmony, and harmony means the body can function; breaking it sets a dangerous precedent. Veil breaks it for the first time in Shadesmar prep, taking the body to enroll the suspected Ghostbloods spy on the mission against the others' agreed vote. SA:RoW:Ch 20
