A senior tier of the obligator hierarchy, above prelan. A High Prelan typically heads a board within one of the Steel Ministry's Cantons and hears cases personally only by exception. The eye-tattoos of the rank are correspondingly more intricate than those of lesser obligators. MB1:TFE:Ch 2
