A faction among the modern Scadrian political movements, recognisable by the small red-enamelled triangular ornaments worn at the temples. Their public face is a politically neutral scientific body devoted to studying the mysteries of the cosmere. Zellion reads them, with no apparent doubt, as in fact an arm of the Scadrian military quietly working to keep their homeworld ahead in the cosmere's arms race; the Refuge is one of their hidden field stations.
