The presiding officer of the Luthadel Assembly when no king sits. Under the legal code Elend Venture wrote, the king presides at Assembly meetings; in a king's absence, the Assembly must elect a chancellor to call speakers, allot times, and break tied votes. MB1:WoA:Ch 31
