The imperial programme under the Lord Ruler that controlled the reproduction of the Terris people — pairing chosen partners, taking the resulting children, and keeping the bearers in cloistered service throughout their childbearing years. Its long-running purpose was to breed Feruchemy out of the Terris and produce a docile stewardly population in its place. Tindwyl spent thirty years in the programme; the Synod managed to get her placed inside it to recover the Keeper lore she was given to study while she bore. MB1:WoA:Ch 37
