Telsin's political solution to the problem that no Basin city will follow a conqueror who openly destroyed Elendel. Forged letters in Vennis Hasting's hand — built from genuine Vennis samples mayor Gave Entrone collected as innocuous correspondence — are planted to make it appear that Elendel's senators developed the explosive themselves and accidentally detonated it.
