Lord Habren
A young, slightly embarrassed member of the Assembly — a distant cousin of House Elariel, seated on family standing — who first casts his re-vote for Cett, then asks Elend whether he is allowed to change his vote so it will mean something, and promptly hands it to Penrod instead. The clause Elend honours by telling him yes is what costs Elend the throne. MB1:WoA:Ch 38
