The foremost of the skaa faction in the Luthadel Assembly and a firm believer in the Church of the Survivor. Once Elend Venture joins the Church, Haws is the one who breaks the skaa vote for him: a believer on the throne is better for them than handing the city to Cett. MB1:WoA:Ch 38
