An armed faction that ambushes the arena ring with dropped bombs from low-flying hovercraft and rifle fire from their decks. They have some way of remotely triggering the freeze bracers on every one of Glowing Eyes' ember warriors at once, dropping them where they stand, and their target appears to be specifically the silver-streaked ember woman — whom they drag, manacled, into one of their hovercycles rather than freeing the arena's captives.
