The standing assembly of rulers convened by Dalinar Kholin at Urithiru to face the Desolation together. Its first formal meeting gathers Alethi, Azish, Thaylen, and Veden leaders — along with subject Azish kingdoms and the Natan ambassador — in a half-circle chamber high in the tower, each monarch carrying their own chair in the old Alethi tradition.
