Noura
Head vizier of Azir — a senior Azish official in a long extravagantly layered robe and matching cap, round face, dark brown eyes, greying hair braided to one side. Receives Dalinar in the Grand Market antechamber as the Azish interpreter, chairs the reading of Fen's, Navani's and Jasnah's essays, and is the one who eventually announces that the imperial council will accept the invitation to Urithiru. Known facts
- personally-elevated-yanagawn-and-took-him-as-dutyNoura tells Adolin in the Azimir plaza that she was the one who put Yanagawn on the throne — knowing the boy was originally chosen as a disposable target for Szeth — and that *the moment we elevated him he became my responsibility, my duty, my life.* She would die for him.SA:WaT:Ch 54
Events
- SA:OB:Ch 65 Steps forward from the cluster of viziers and scions as the senior interpreter, receives the three essays in turn, names herself when Dalinar guesses her, rides the rickshaw beside him through Azimir to the palace, returns to the antechamber to announce the imperial *Verdict*, and parts with the admission that she personally was overruled — *I do not like the idea of your Radiants, Dalinar Kholin.*
- SA:OB:Ch 96 Speaks into the young Prime's ear throughout, bluntly refuses Vexil's demand to reclaim Emul, and announces Azir's commitment of five battalions to Jah Keved.
- SA:RoW:Ch 19 Calls the council to order in her usual calm-voiced way and chairs the discussion of Dalinar's Emul proposal.
- SA:RoW:Ch 50 Confers with the Azish emperor on the side and then speaks for him at the table — regretting the loss of Taravangian as ally but approving Dalinar's handling of the betrayal.
- SA:RoW:Ch 101 Seated lower than the three monarchs at Yanagawn's table; gently disapproves when the Prime removes his headdress, insists Urithiru cannot be surrendered, and suggests sending Radiants to capture Ishar rather than risk Dalinar personally.
- SA:WaT:Ch 14 Kneels at the door of the imperial bedchamber while the guards apologize to the honored women maintaining the vigil — her presence is what tells Yanagawn the breach of protocol is real.
- SA:WaT:Ch 52 Sweeps out of the tent the moment Adolin enters with the armorers, lips pressed thin.
- SA:WaT:Ch 54 Crosses the Azimir plaza in the dark to confront Adolin over his influence on the Prime, and walks away in a stalemate after asking why he abandoned his own throne.
- SA:WaT:Ch 76 Receives the spanreed news in her tent and delivers the Emul/Tashikk betrayal to Adolin.
- SA:WaT:Ch 126 Sits beside Adolin in the saferoom in her vizier's robes, spits *traitors* at the Emuli and the Thaylens, and is gently corrected by her emperor — the Emuli are merely choosing a different tyrant.
- SA:WaT:Ch 127 Confronts Adolin in the saferoom over the suicide of the plan; when Yanagawn insists on leading the band himself, she breaks down into something other than a bureaucrat's resistance — *I don't want to lose you, please* — the face of a mother to a son.
- SA:WaT:Ch 128 Insisting there is no such thing as a smuggler's port, Noura is overruled by her emperor — and produces the key to the palace's rear door once they reach the grounds.
- SA:WaT:Ch 129 Noura points out the route through the palace and works the hidden lever between the urns — which fails to open the secret door.
- SA:WaT:Ch 135 Counts down ten minutes to the deadline for Adolin, then accepts the Blade of Memories from him and sits the toppled throne while Rahel and Jaskkeem guard the doors.
- SA:WaT:Ch 136 Runs out of the throne room holding her clock aloft — *the Blackthorn's contest has begun* — and the borders are set.
- SA:WaT:Ch 147 Presses Adolin for the news he summoned them to hear, observes that the Everstorm has not stopped raining for a month straight, and disapproves silently of Zabra's familiarity with the emperor.
