Yomen reveals to Elend at Fadrex that he is one; the Lord Ruler worked hard to keep the existence of Seers secret, and the metal was in any case too rare to use in testing the empire's population. The label implies all sixteen Allomantic metals must have their corresponding Mistings, including ones whose powers would never reveal themselves because they require burning a second metal first.
