A circular city on a sunless world, lit and powered entirely by the twin hion lines that run above every street. Its perimeter ends at the shroud; a final ring of windowless warehouse buildings forms a soft boundary between the inhabited interior and the dark beyond. Crime is essentially unknown — predatory nightmares make street trouble redundant — and most residents stay indoors during the sleeping hours, leaving the perimeter to the city's nightmare painters.
