The successor state Elend Venture is building out of Luthadel after the fall of the Final Empire — small kingdoms and towns near the capital sworn to him as vassals, governed through a parliamentary Assembly and protected by his armies. Sazed serves it as chief ambassador. MB1:HoA:Ch 4

- mist-perimeter-three-circlesElend's scribes, led by Noorden, have timed the daily arrival and retreat of the mists across the empire and reduced the result to three concentric circles on the map. The outermost marks where the mists no longer leave at all; the middle marks roughly four hours of daylight (where Vetitan sits); the innermost marks the area that will get enough sun to support crops this summer. The innermost circle is smaller than the Central Dominance; over ninety percent of the empire cannot be farmed this year, and even that bubble will be gone by the following winter.MB1:HoA:Ch 12
