The young skaa ruler of Urteau, known to his people as the Citizen. Took the city after the death of Straff Venture, styles his government on what he believes the Survivor would have wanted, and is harsh enough that Spook — who infiltrates his guardhouses by night — reports him as wise-sounding but extreme. Each burning building is chosen because it has a noble bolt-hole running into the basement next door; soldiers wait in the passage to extract whichever condemned Allomancer the Citizen actually wants out alive. Publicly the Citizen denounces noble blood; privately he keeps the Allomancers for himself. - MB1:HoA:Ch 14 Heard but not seen: Spook listens through walls from the room across the way as Quellion holds his evening conference with Olid and a third aide, talks of refusing Elend's coming ambassador, and styles his rule as the only true Survivor's-era skaa government in the Final Empire.
- MB1:HoA:Ch 16 Wears a new, regime-only red over skaa work clothes; presides over the burning execution of ten captured noblemen; addresses the Urteau crowd from a market lectern, where he spots his sister Beldre with Spook and orders the soldiers on him, then assists the fight by steel-Pushing Spook's sword.
- MB1:HoA:Ch 29 Receives the imperial embassy in person and refuses it.
- MB1:HoA:Ch 41 The Citizen arrives in his approved-blue costume, surrounded by red-clad councillors, to preach against the condemned before the building is lit.
- MB1:HoA:Ch 41 Spins in shock as the smoking figure lands in front of him, then orders his guards close around him and calls a retreat as the crowd boils.
- MB1:HoA:Ch 58 Gives the rally speech he intended to use to denounce Spook, is dragged off the stage by Spook, and reveals a bronze spike in his upper arm — pulled out by Spook, whose removal of it apparently breaks Ruin's hold over him. Wakes from a dream-state, broken-armed, and is sent by Spook to lead his city through the fires.
