The Set
The cabal that Mister Suit represents and that funds the Vanishers from behind the scenes. They want a kind of revolution, are short on coin at the moment, and have specific women they wanted Miles to capture in order to breed new Allomancers. Many of their number distrust Miles and expect he will turn against them; Suit vouches for him under protest. Suit mentions in passing that the Set is in the process of acquiring a railway station. Known facts
- tekiel-seizureHave just seized House Tekiel — one of the city's most powerful financial institutions — using the Vanisher robberies as the cover for an insurance-fraud play. The stolen goods are being returned so the claims nullify; Tekiel's debt has been purchased for pennies. Edwarn tells Wax that the operation was always expected to end with Miles' capture, and that it could not have worked otherwise.MB2:AoL:Epilogue
- private-allomancersField a substantial private retinue of Allomancers. Edwarn tells Wax that nearly twenty of them are riding his train alone — young men in black suits, posted unobtrusively in the corridor, with no metal on their bodies.MB2:AoL:Epilogue
- cooperating-with-bleederLays the ambush of aluminium-armed gunmen and rooftop snipers that should have ended Wax in an industrial alley off Tindwyl Promenade after Bleeder led him out of the ZoBell party. One dying thug delivers the line *The Set sends its regards, law—* before MeLaan cuts him off. The simultaneous timing convinces Wax that his uncle Edwarn and Bleeder are working together.MB2:SoS:Ch 11
- remote-speaking-deviceWax overhears Edwarn and Kelesina hold a real-time conversation across an unknown distance through a small boxy device on her table — proving the Set commands technology far beyond what the Basin is supposed to have.MB2:BoM:Ch 15
- smuggling-into-elendelMarasi uncovers via the Cycle's shipping book that the Set has been running quiet experiments to learn what they can move *into* Elendel under inspection — mundane food and lumber shipments graded by which inspectors flag which package sizes — alongside the more obvious smuggling of weapons out to Bilming.MB2:TLM:Ch 10
- four-spike-limit-circumventedMarasi confirms what she has been suspecting: the Set has found a way around the old four-spike threshold beyond which Harmony should be able to seize control of a Hemalurgist outright. The Cycle she killed in the sewers carried four spikes and was acting freely. Wax suspects placement is doing it — the trellium piece may be acting as a linchpin in the network.MB2:TLM:Ch 11
- rank-hierarchyInside the Bilming warehouse, Wayne internally lays out the Set's officer ladder for the first time on-page: hired muscle at the bottom, then Cycles (local gang bosses), then Suits, then a small handful of Sequences, with a single Key above them all.MB2:TLM:Ch 21
- controls-outer-cities-bilmingStanding in the seized warehouse, Marasi articulates plainly what the Bilming sting has been quietly assuming: the Set has the Outer Cities under its thumb, Bilming is *almost certainly* run by its agents at the leadership level, and warning Captain Blantach in advance would have leaked straight to them. She also names the political motive — the cabal is deliberately stoking the war between Elendel and the Outer Cities.MB2:TLM:Ch 22
- staged-capture-strategyMarasi works out that the Set knew about Blantach's sting and let it proceed anyway — the smuggled weapons were always destined to arm forces inside Bilming, so a public *seizure* by local constables simply delivers them through a different door once the right judges and prosecutors quietly release the captured men. Tipping their hand to stop the raid would cost them more than the raid will.MB2:TLM:Ch 22
- bomb-primary-and-backup-devicesThrough Wax's eavesdropping on Telsin via the trellium earring, the Set is shown to have not one but *two* delivery devices for their harmonium-splitting weapon: a *primary* she insists must work, and an obvious *backup* she dismisses as too easy to stop. She is on a deadline — urgent, tense — and Wax's arrival in Bilming is part of why.MB2:TLM:Ch 27
- cannot-compound-via-hemalurgy-yetMarsh tells Wax and Marasi what the Set has *not* yet managed: Compounding via Hemalurgy. The block is *Identity contamination* — a spike's original owner clings to the stolen power and prevents the carrier from compounding it. That single limitation, he says, is the saving grace at the moment. If the Set solves it, or if they get their hands on atium or lerasium, it is over.MB2:TLM:Ch 28
- bilming-shelters-and-nonperishablesTwo threads from the records office line up. Tobal Copper's dismissed lawsuit claims *someone is building shelters against a cataclysm, maintained by inexplicable technology — and the city government is in on it.* The lead Bilming researcher independently confirms a steady two-year drain of nonperishable food shipments — cases of canned goods — that Blantach has them tracking, baffled. Whatever the Set is preparing in Bilming, they expect to need to ride out the aftermath underground.MB2:TLM:Ch 29
- senator-collaborators-implicatedA list on Maraga Dulcet's tin plates names some of Elendel's most powerful sitting senators — Dupon Melstrom, Vennis Hasting, Mari Hammondess, and others — as collaborators with the Set in the bomb project. A salvaged letter from Vennis Hasting, dated almost a year before, discusses the creation of a weapon of incredible power and implicates the rest. Wax flatly does not believe it — these senators couldn't keep a secret like this, and would already be pushing strategic tests if they really had a bomb — and suspects something larger is going on that the plates do not yet explain.MB2:TLM:Ch 33
- bilming-subway-bunkers-and-test-cavernsThe Bilming subway-survey project is a Set front; the *surveys* are looking for caverns stable enough to use as long-term underground living quarters. Some of the resulting bunkers serve as Set headquarters; others are weapon-test sites whose seismograph signatures stopped recently — because the weapon now works. Lord Mayor Entrone, Maraga is sure, is one of their leaders, with rooms in the caverns.MB2:TLM:Ch 33
- telsin-two-day-warningTelsin walks into Maraga's basement specifically to *warn* Wax that he has *two precious days* to solve this problem. Wax and Marasi read it as a wrong-footing move — Telsin trying to convince them they have more time than they do — and confirmation that the Set is desperate and needs to stop them.MB2:TLM:Ch 34
- independence-tower-as-bilming-baseTwinSoul confirms what the Ghostbloods have known for years: agents of Autonomy have used Independence Tower, the central spire of Bilming, as their long-standing base in the city. Breaching it has so far been beyond even the Survivor's arts — its security system can spot ghosts.MB2:TLM:Ch 39
